About ABSR

ABSR was founded in 2000 by Alfred and Linda Borg. Alfred currently holds Protection Officer Level 4, Handsignaller Level 2, Safeworking Level 2 tickets in NSW, QLD, VIC and SA.
In 2004, Alfred was approached by Degnan Constructions to manage and supply Safe Working staff during major station upgrade works at Thirroul. We also began supplying Protection Officers and Handsignallers to RailCorp renewals and Barclay Mowlem (now "Laing O'Rourke"). Our expansion saw us register as a company in February 2005 and in 2010 we expanded further to Victoria and South Australia.

The ABSR head office is in Bulli, south of Sydney and our employees are based across New South Wales, Victoria, Queensland and South Australia. We have provided Safeworking, Protection Officers, Handsignallers, Track Certifiers and Track Vehicle Operators throughout NSW, Protection Officers in Queensland, Train Track Protectors in Victoria and Track Protectors, Rail Safety Workers and Track Vehicle Operators in South Australia.

Over the years we have assisted our clients in the successful completion of many easy access projects, shutdown projects, super-possessions for renewals, construction and maintenance projects, and commissionings.

Most recently we have managed and coordinated the worksite protection for the line duplication at Antiene to Grasstree for BMD and Coleman Rail, United Group Level Crossing Project, finalised the first stage of the Coast to Coast Tram project in South Australia for Thiess Downer EDI Works J V, the Pitnacree bridge project at East Maitland for Daracon/ Arenco and have recently coordinated the safety for Ansaldo STS in the Branxton to Maitland third road project and GHD bridge inspections from the border to Acacia Ridge in QLD.

Safeworking

In every workplace there are hazards. Each risk is addressed according to a hierarchy of controls. These are ranked according to the risk they pose, on a matrix which cross-checks their likelihood with their consequences. ABSR applies a risk assessment and management policy consistent with Australian Standards AS4360. Commonly occurring hazards are addressed with standardised control procedures and Safe Working Methods (SWMs). Our employees are aware of expected hazards and stay vigilant for the unexpected hazards that may occur on each and every site.

As you might expect, on rail-lines a major and frequent hazard is the movement of rail vehicles; including passenger trains, freight trains, hi-rails and other rail-mobile vehicles, as well as plant and equipment. ABSR employees coordinate a working strategy with our clients to enable them to best utilise track time offering high productivity while providing the safest worksite possible.

Rail Safeworking Methods

Safe Working Methods used in a track-work danger zone can vary from state to state.

In New South Wales there are five standard safe working methods used to provide protection on rail worksites. Each is implemented by properly qualified and trained safeworking operators, ranging from Handsignallers (level 1 and 2), Protection Officers (levels 1 to 4) and Safeworking (Traffic) Officers.

In South Australia the Safeworking methods used are dependent on the requirements of the Rail Transport Operator responsible for the section of track. Each is implemented by properly qualified and trained safeworking operators, ranging from Handsignallers, Track Workers (levels 1 to 4) and Safeworking Officers.

In Queensland there are four Standard Safeworking methods used to provide protection on rail worksites. Each is implemented by properly qualified and trained Safeworking operators ranging from Lookout Working, PO1, PO2, and PO3.

Each method may employ a variety of specific techniques including the use of hand signals, flags, lights, radio, detonators, boards and others.

In Victoria there are four Standard Safeworking methods used to provide protection on rail worksites. Each is implemented by properly qualified and trained safeworking operators, ranging from Lookout Working, Handsignallers, Protection Officers (levels 1 to 3) and Safeworking (Traffic) Officers.
